The register is the SC's own and open to anybody; every row prints the term that was typed, so the search can be repeated. Not being on it is not a finding of wrongdoing, and it is not a statement about what a company is licensed to do anywhere else.

This page is a search result, not a finding. A name the register has no entry for has not been accused of anything by anybody. It may hold licences from regulators in other countries — a different question, which SmartChecker has not checked here, and one that does not answer this one: a foreign licence does not authorise regulated activity in Malaysia. The register covers the SC’s own licensing of capital market activity; it is not Bank Negara Malaysia’s register and not Labuan FSA Malaysia’s. And a register is searched by name, so a Malaysian company trading under a different name would not appear under the term on its row.

An SC licence is what places a provider under the Securities Commission's supervision in Malaysia. A provider without one is outside it, whatever it may be licensed to do in another country.
