I’ve been looking into Moomoo, and I’ve noticed that many people in Malaysia are not aware of its regulatory history and the regulatory issues involving Moomoo and related entities in different countries.
Moomoo is a popular trading platform known for its user-friendly app, advanced market data and strong marketing presence. However, investors should also understand the regulatory history of Moomoo and its related Futu entities in different countries. Regulatory actions involving one entity do not automatically apply to every Moomoo entity worldwide.

Moomoo in the United States: In December 2025, FINRA fined Moomoo Financial Inc. US$125,000 over issues involving Large Options Positions Report (LOPR) reporting and supervisory procedures. The case involved the U.S. entity, not Moomoo Malaysia.
Moomoo in Japan: In June 2026, Japan’s Securities and Exchange Surveillance Commission (SESC) recommended administrative action against Moomoo Securities Japan. The regulator identified issues involving the classification of certain U.S.-listed ETFs and ETNs as eligible for Japan’s NISA tax-exempt investment scheme. The investigation also identified issues involving customer handling, securities transfers and system-risk management. This case involved Moomoo Securities Japan, not necessarily Moomoo’s Malaysian entity.
Moomoo and Futu in China: In May 2026, Futu Holdings announced that certain Futu-related entities had received an Administrative Penalty Pre-Notification Letter from China’s securities regulator. The proposed measures involved securities, public-fund sales and futures-related activities in mainland China. The total proposed penalty was approximately RMB1.85 billion (about US$271 million). This was a proposed penalty, not a figure that should automatically be described as a final fine.
Investors should be aware that Moomoo and related entities have been subject to regulatory investigations, enforcement actions and penalties in certain jurisdictions, including the United States, Japan and China. Check which legal entity serves your account before applying another entity’s regulatory record to it.
